Tom Yum Goong is a locked dish that required 5 levels in mafia wars (min level 15) to unlock this limited edition killer concoction for your cafe.
After you click the button another pop up window will appear notice you to reach at least 15 levels in mafia war to gain it.

got to level 15 but the tom yum goong soup disappeared from the cookbook, how do i get it back!
I think there was a glitch and they took it out. However, I got a message in Mafia Wars today about a limited dish and so far it hasn’t shown up in cafe World. So I think Zynga is still working on the glitch to get it working.
